Today’s “BAIL FACT” comes out of Dallas, Texas.  In 2012, Dr. Robert Morris of the University of Texas at Dallas, conducted one of the most comprehensive pretrial release studies ever conducted in the state of Texas.  He researched every pretrial release in Dallas County from the year 2008 and looked at what method of release was used (commercial bail bond, cash bond, attorney bond and pretrial services), did the defendant show up for all court appearances, and did they reoffend while out on release.  What the research showed was that in Dallas County, the most effective form of pretrial release was release on a commercial bail bond.  The most ineffective of the four types was release through a pretrial services program.
