In 1997, the American Legislative Exchange Council ALEC conducted a research project in California looking at the effectiveness of various forms of pretrial release. Included in the study were San Diego County, Los Angeles County and San Francisco County. ALEC determined that of all forms of pretrial release, financially secured release on a commercial bail bond is the most effective form at getting defendants to court. Additionally, commercial bail accomplished this at a much lower cost to the county.
