In 2012, Dr. Robert Morris of the University of Texas at Dallas conducted a unique criminal justice research project. He examined every defendant who was granted pretrial release in the year 2008 in Dallas County to determine which method (Commercial bail bonds, attorney bonds, cash bonds and public sector pretrial bonds) were best at achieving the objective of pretrial release, which is to get the defendant back to court. What Dr. Morris determined was that commercial bail was the most effective form of release for both felony defendants and misdemeanor defendants. The most ineffective method…taxpayer funded public sector pretrial release programs.
