In today’s tough economic environment, states and counties all over the country are struggling with resources and budgets.  Balancing public safety and criminal justice accountability in the face of these challenges can be extremely difficult.  That being the case, doesn’t it makes sense for our community leaders to identify and utilize the most cost effective solutions available in the marketplace.
